Good morning Port Bureau Members:

Port of Houston status:

* The port of Houston (public and private terminals) are operating normally.
* March 25: Sector Houston-Galveston announced that due to COVID-19, all facilities are authorized for visual inspection of TWIC cards. During this temporary exemption there is no need to physically handle the TWIC card or use TWIC readers. Contact (281) 464-4767 for any questions.
* Port Houston published an incident report outlining the actions they took to respond to the COVID-19 risk last week.
* The Houston Pilots moved 30 arrivals, 22 departures, and 2 shifts yesterday. This is near average.
* For today, they have already completed 3 arrivals, 3 departures, and 2 shifts. They have boarded 6 arrivals, 3 departures, and 1 shift, and there are 15 arrivals, 3 departures, and 1 shift in the queue.

Stay-at-home orders (no change):

* March 25: Coast Guard Sector Houston Galveston issued a Marine Safety Information Bulletin (MSIB) to address maritime operations during a stay-at-home order. Key points:
* Employers are encouraged to provide a letter to their essential employees reflecting the intents from Harris County Office of Homeland Security and Emergency Management and the MSIB.
* Facilities are not permitted to impede the embarkation/disembarkation of crew members.
* If a situation arises where a facility is unable to comply, contact Facilities Inspection Division for further guidance.
* Facilities are asked to report any changes to operations due to COVID-19 to Sector Houston-Galveston.
* Based on the MSIB, Port Bureau has updated the template critical infrastructure worker access letter for your company to customize and provide a printed copy on your company letterhead to your employees. Click here to download.


Texas ports:

* (NEW) Galveston Wharves at the Port of Galveston received notice on March 26 that a Carnival crewmember onboard the Carnival Freedom tested positive for COVID-19. This ship was last in Galveston on March 14. The port is following CDC and Galveston County Health Department recommendations. Read more here.
* (NEW) Port of Corpus Christi continues normal operations and does not anticipate significant impacts by the “stay at home” order issued March 25 by Nueces County.
* Port of Brownsville is currently operating under the existing communications protocol dealing with its overall comprehensive emergency plan. The port will have a special board meeting of the Brownsville Navigation District on March 27 to discuss postponing commissioner elections until November. Read the agenda for more details.
* Port Freeport is maintaining regular services levels and normal terminal operations. All terminals along the Freeport Harbor Channel are operational and conducting vessel operations. Information regarding any changes to operations at Port Freeport will be distributed via the Port’s website (www.portfreeport.com/about/covid19), the Port’s emergency notification system and other means as needed.


Other ports:

* Georgia Ports Authority reports that Georgia’s ports continue steady operation with normal, 24-hour vessel operations and terminal services, as well as Monday-Friday truck gate hours from 6 a.m. to 6 p.m. in Savannah.


Houston area at large:

* Other Texas cities/counties with stay-at-home orders (Click2Houston). Most of Texas’ port counties have some type of stay-at-home order. Other counties not shown below may have other social gathering restrictions.

Federal/state/agency updates:

* FEMA is coordinating distribution of medical supplies to the areas that need it most. If your company sells or can donate medical supplies, or if it can retool to offer medical supplies (such as retooling a distillery to make hand sanitizer), visit www.fema.gov/coronavirus/how-to-help for contact information.
* DHS has extended the deadline for REAL ID to October 1, 2021 (https://www.tsa.gov/real-id).
* TSA will not grant extensions to expiring TWIC cards at this time. Applicants are encouraged to apply 60-90 days in advance and to schedule appointments (not walk in) to ensure the enrollment center is open. COVID-19 Impact Enrollment FAQs
