Port of Houston status:<span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">

·    <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">The port of Houston (public and private terminals) are operating normally.

·    <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">March 23: Customs & Border Protection issued temporary restrictions on shore leave for maritime crew. Note: CBP has clarified that crewmembers will not be granted shore leave, but will be allowed to tend to ship business on the dock such as mooring, safety concerns, etc.

·    <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">The Houston Pilots moved 20 arrivals, 25 departures, and 5 shifts yesterday. This is near average.

·    <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">For today, they have already completed 3 arrivals and 3 departures. They have boarded 6 arrivals and 6 departures, and there are 16 arrivals, 4 departures, and 1 shift in the queue.

Texas ports:<span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">

·    Port of Brownsville<span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333"> is currently operating under the existing communications protocol dealing with its overall comprehensive emergency plan. The port will have a special board meeting of the Brownsville Navigation District on March 27 to discuss postponing commissioner elections until November. Read the agenda for more details.

·    Port Freeport<span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333"> is maintaining regular services levels and normal terminal operations. All terminals along the Freeport Harbor Channel are operational and conducting vessel operations. Information regarding any changes to operations at Port Freeport will be distributed via the Port’s website (www.portfreeport.com/about/covid19), the Port’s emergency notification system and other means as needed.

·    Galveston Wharves at the Port of Galveston<span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333"> remains open and continues to move cargo at its terminals. Currently, all terminals are open and operating with the exception of the two cruise terminals. Four of the five cruise ships that homeport in Galveston are docked at the two cruise terminals and sailing periodically with only crew members onboard while daily maintenance is being performed.

·    <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">March 24/25: India’s Prime Minister called for a nationwide lockdown. Ports are considered essential services and are continuing operations. However, the Ministry of Shipping stated that COVID-19 can be used to invoke force majeure, which several ports have already done. (Economic Times). In 2019, India ranked 5th<span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333"> for Houston exports by tonnage and 7th<span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333"> by value (USA Trade Online).

·    <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">Port of Antwerp is fully operational.

 <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">

Houston area at large:<span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">

·    <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">Stay at home orders have gone into effect for Harris County and Galveston County through April 3. Both orders follow the guidelines for essential critical infrastructure set forth by the Cybersecurity & Infrastructure Security Agency (CISA).

·    <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">Essential activities are still permitted, and workers in essential businesses are allowed to travel to their work. Ports, transportation, manufacturing, oil refining, etc. are considered essential critical infrastructure.

·    <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">The Port Bureau has written a template critical infrastructure worker access letter for your company to customize and provide a printed copy on your company letterhead to your employees. Click here to download.

·    Note: Harris County “no plans to restrict access, restrict mobility, nor implement a specialized industry credentialing system.” (Harris County Industry Operations Sustainability).

·    <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">Anecdote: A local industry company stated that a truck driver in Dallas County was stopped, and a letter on company letterhead was denied because it did not have an official government seal. There is no such official government letter or credentialing system right now (see CISA note under agency updates). The Port Bureau brought this issue up on a conference call with several local and state elected officials Tuesday afternoon.

·    <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">Harris County and Houston have launched an online screening tool to help citizens determine if they need a COVID-19 test.

·    <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">PPE needed for medical professionals:

·    <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">Pasadena Chamber of Commerce has set up a matching system for companies able to donate PPE and medical organizations that need PPE.

·    <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">Texas Medical Center issued a request last week.

·    <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">By industry request on a conference call yesterday, FEMA will consider updating its Rumor Control site to address rumors around PPE.

·    March 25: Congress agreed to a $2 trillion stimulus package. (New York Times)

·    <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">March 24: CISA noted on a conference call Tuesday afternoon that they were working on a credentialing or official essential infrastructure employee designation. This will take several days.

·    <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">March 23: Gov. Abbott announced Texas has received $36.9 million from the Centers for Disease Control and Prevention (CDC) as part of the state's initial allotment of funding from the first emergency coronavirus bill passed by Congress.
