Good Day Port Partners from Sector Houston-Galveston Port State Control:
Attached above please find the latest two Commandant-level Marine Safety Information Bulletins:
"Novel Coronavirus - Update" MSIB # 02-20 (Change 3
) dated 16 March 2020; “Novel Coronavirus – Port and Facility Operations” MSIB # 07-20 dated 18 March 2020.
MSIB 02-20-Change 3 supplements earlier released MSIBs, adding the United Kingdom and Ireland to the list of existing countries [Iran, China (excluding Hong Kong and Macau) and the Schengen Area countries] that may be subject
to vessel/crewmember U. S. entry restrictions originally detailed in MSIBs 02-20, changes 1 and 2.
Change 3 also reminds maritime facility operators that they are not to impede the embarkation/disembarkation of crew members as permitted under Seafarer's access regulations.
MSIB # 07-20 reiterates that the facility compliance regulations outlined in 33 Code of Federal Regulations remain in force and offers insights regarding declarations of security and inspection, waste reception facilities and TWIC enrollment
issues, among other port-related items of interest.
For your review I have also reattached the earlier released CG MSIB 06-20, “Vessel Reporting Requirements for Illness or Death”, the CDC’s revised “Guidance for Seaport Partners” and a supplemental CDC worksheet that has a nice table
summarizing illness reporting guidance.
