Subject: RE: Update from today's PCT call

Good evening to everyone.  Here is the latest on the clean-up and transit operations from the USCG.  While the MSIB provides a summary of the status of various areas, be sure to pay attention to the details in the spreadsheet as that provides more detail as far as what to expect.

Also, a note from the MTSRU and VTS came out stating the following:

The following was received from the USCG MTSRU Representative in the ITC Incident Command Post and is forwarded on their behalf. Request your assistance in assuring broadest dissemination.

To ensure that we avoid issues with vessels during berthing and unberthing, it is incumbent on facilities to visually check any boom and response vessels in the area of their berths to insure they will not impede the vessel movements.

We are finding that wind and current shifts can cause booms to loosen, leading to encroachment on berths and/or mooring structures.  Recently, a boom had enough slack that as conditions changed, the boom wrapped partially around a mooring structure, preventing the line crew from being able to tie up a ship until the boom was adjusted by the facility.

Please note that the response personnel only operate from 0830-1700 daily, and need a few hours’ notice so that a team can be dispatched for any needed adjustments.

Facilities should “put eyes” on the boom near their facilities and verify that the boom will not interfere with any upcoming vessel movements in a sufficient amount of time that the response personnel can be contacted and send a team to address the boom placements.

Since no crew is available between the hours of 1700-0830, any shifts during this time must be addressed before the crews depart for the day.

Should you have any urgent issues with a boom or response vessels during operational hours, please contact the MTSRU at 832-906-1658 or by email at mtsru.itc.hou@gmail.com. If boom is an issue after hours (1700) our resources will not be available until 0830 the next morning. It is helpful if you can send photos of any areas of concern so that those can be passed to the response crew.

Thanks,

JAMES PRAZAK
