PCT Call #8


The US Coast Guard Sector Houston-Galveston Vessel Traffic Service (VTS) held a Port Coordination Team (PCT) conference call today at 0900 hours in order to address ongoing traffic concerns due to a chemical spill from ITC in Deer Park. Your WGMA Maritime Affairs team participated on the call and has the following report for our membership:

The US Coast Guard Sector Waterways Management office issued Marine Safety Information Bulletin MSIB 10-19 (Update 2) on Thursday (March 28th) evening, the contents of which are as follows, in part:

This MSIB is issued to inform vessel traffic of decontamination sites as a result of the chemical fire at ITC Deer Park in the Upper Houston Ship Channel (HSC).

As of March 28th, 2019, the U.S. Coast Guard Captain of the Port (COTP) has opened two-way traffic between Houston Ship Channel Light 116 and Tucker’s Bayou during daylight hours only, managed by Vessel Traffic Service. All tows transiting the contaminated zone will be required to maintain a 30 minute spacing and will proceed at a slow bell. Carpenter’s Bayou and Old River remain closed until further notice.

To mitigate the potential spread of contaminated water throughout the port, vessel decontamination sites have been identified. All vessels will be inspected for contamination prior to their departure of the contaminated area. The location of the decontamination sites are as follows: ITC Pasadena Dock 3, Shell Lay Berth, Southwest Shipyard in Channelview, Lynchburg Ferry Terminal (mobile team), Barbours Cut Lash Dock (mobile team), Enterprise Products Barbours Cut Dock 7 (mobile team), & LBC Dock 4 (mobile team). (WGMA note: The Barbours Cut and LBC area is being handled by a single mobile team.)

If at any time a safety risk to operations becomes evident, the Captain of the Port will take action to ensure safety for port operations and mariners on the waterways. Facilities and employees should continue to follow any direction provided by the county officials.

All movements through the impacted area will cease at sunset. This means your transit through the affected areas must be complete at that time. Traffic through the spill area has been resumed as of 0730 hours today, March 29th.

The Vessel Traffic Service (VTS) advised that ships through the spill area are limited to one-way traffic, but tows are moving two-way. Ship traffic has resumed this morning about 0830 hours. One-way traffic for ships will remain in place until such time as there is no longer a need to inspect and/or decontaminate ships passing through the affected area.

There is still significant spillage in Jacinto Port, Carpenters Bayou and Old River. Vacuum trucks and skimmers diligently worked those areas yesterday, and that is a priority again today. Those areas remain boomed and all vessel traffic from/to those areas is currently restricted. Extra personnel are being called in from out-of-state in order to continue work around-the-clock.

The USCG Gulf Strike Team is working to setup a “locking system” of booms to begin allowing vessels out of Carpenters Bayou. Another team is working at Old River and another at Jacinto Port, where they plan to setup similar locking systems. Those are the major focus points for the next several days.

Numerous parties on the call, including WGMA, reported their concerns and priorities. It was mentioned that there is no decontamination lay berth capable of taking a Suezmax vessel at this time.

Reports of contamination in your particular location are still requested; please send reports and photographs to the Vessel Traffic Service or directly to the Incident Command Post.

The Houston Pilots advised that as of this morning there were 9 ships assigned for departure, and an inbound wave will start as soon as those ships clear the restricted area. They hope to get 15-20 ships inbound today. At present there are 21 ships awaiting departure, of which 18 must pass the restricted zone, and 53 ships awaiting inbound transit, of which 49 must pass the zone. A total of 48 ships moved yesterday (25 inbound and 17 outbound), with 13 transiting inbound and 7 sailing out through the restricted area, plus there were 6 shifts with 3 moving through the zone, 2 of which required decontamination.

12 harbor tugs are in Houston above the spill area, and 7 tugs are available below the area.

The National Weather Service advised that today we’ll have sustained southeast winds at 20-25 knots, with occasional higher gusts. These winds will continue through the day and overnight, not moderating until the cold front arrives Saturday evening. Chances of showers and thunderstorms increase with the passing of the front. Sunday morning the winds will be from the north at 25 knots, gusting to 30 knots. The winds will be sustained overnight, not dropping off until Monday. Winds will remain from the north until Tuesday.

The CBP Houston Seaport has not rescinded the blanket extension to depart after Clearance. It is still in place for those vessels that were detained in port by the ITC incident. If there are any questions, please call the Houston Seaport office at 713-454-8002 and ask for the Duty Supervisor.

Agents are reminded to keep the eNOA/D’s updated for their vessels, and to keep the pilots closely advised about when their ships are ready to transit, whether sailing, shifting or docking.

As this situation persists, there will be another PCT conference call held tomorrow at 0900 hours. Your WGMA Maritime Affairs team will participate on tomorrow's call and report to our membership. Any important updates or new MSIBs in the meantime will be reported as they are received.
