HOUSTON SHIP CHANNEL CLOSURE

Following received from Mr. James Prazak // PCT Chair

Updated MSIB.  I didn’t mention this earlier, but you may have noticed that the Coast Guard has reduced the size of the closure zone on the ship channel on the East end.  It now starts at Lynchburg Ferry instead of the light that was previously used.

Further to my earlier message, I wanted to drop a note to everyone (and this is me asking for your help, not a request from the USCG).  At this point, pretty much everyone on this list (and probably some that aren’t) are hurting pretty bad (if not very, very bad).  We are starting to move some barges out of the closure area, and all going well, may be able to get even more out of there starting tomorrow.  I believe the plan is to focus on 2 things:  1) focus on the highest priority vessels and 2) those that have minimal to no oiling.  We want to get as many of these tows out of the closure zone as fast as we can, but a lot of the fleeting capacity is in that area that we can’t really use until the clean-up is completed.  Naturally, as those vessels leave the closure area, the best option is for them to go in the direction of whatever their next loading terminal is (we don’t want them having to come back through the closure area if at all possible).  More important, we must insure that that we don’t end up clogging up the waterways with barges.  The last thing we want is them laying up all over and slowing traffic even further (or adding in risk).  The barges that get inspected and decon’d need to have a place to go.  I’m sure a lot of you are calling in multiple barges since you have no idea which one will get out first, but you are desperate for anything.  Please, please ask your terminals to be flexible and allow the others that can’t get to your berth to moor somewhere if you have the space for them.  That makes if faster to get the next one on berth and puts them out of the way considering the limited fleeting room we have pending the clean-up. 

We have had a lot of companies step up to offer their berths as decon locations, some with very little notice when issues arose (thanks to all those that did!!!).  The PCT concept only works because of the mutual cooperation of all of the industry, so we really appreciate everyone being flexible and supportive in the coming days.  If you happen to have some extra room and would be willing to help others by giving them a spot to fleet, please let Tracy Cheramie (cc’d here) and myself know and we will get the word out.
