<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">The Sector Houston-Galveston Vessel Traffic Service (VTS) held a Port Coordination Team (PCT) conference call today at 0900 hours in order to address ongoing traffic concerns due to a chemical spill from ITC in Deer Park. Your WGMA Maritime Affairs team participated on the call and has the following report for our membership:<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">The US Coast Guard Sector Waterways Management office issued Marine Safety Information Bulletin MSIB 08-19 on Tuesday (March 26th) evening, the contents of which are as follows:<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">This MSIB is issued in regard to vessel traffic as a result of the chemical fire at ITC Deer Park in the Upper Houston Ship Channel (HSC). As of March 26th, 2019, the U.S. Coast Guard Captain of the Port (COTP) has opened Houston Ship Channel between Tucker Bayou and HSC light 116 to allow for vessel traffic, managed through Vessel Traffic Service (VTS), during daylight hours only. Old River and Carpenters Bayou remain closed to all traffic. All vessels are required to check in and out via VTS. To mitigate the potential spread of contaminated water throughout the port, decontamination sites have been identified to observe transiting vessels that may require decontamination. <span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black"> 

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">The location of the inspection & decontamination sites are as follows: Enterprise Dock 1 (inbound); Shell Dock (inbound); Southwest Shipyard (north bound through I-10 bridge); South of Lynchburg Ferry (outbound); Barbours Cut Lash Dock (outbound). If at any time a safety risk to operations becomes evident, the Captain of the Port will take action to ensure safety for port operations and mariners on the waterways. Facilities and employees should continue to follow any direction provided by the county officials.<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">Additional restrictions on vessel movements at this time, as received via email on March 25th<span-size:7.5pt;font-family:"Verdana",sans-serif;color:#000090;position:relative;top:-2.5pt;mso-text-raise:2.5pt"> from the VTS:<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

·     <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">Ship drafts currently limited for lay-berth at 34’ fresh water

·     <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">Outbound ships 1 hour spacing, daylight only through impacted area

·     <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">Tugs/barges 40 min spacing, daylight only through impacted area

·     <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">San Jacinto river open for daylight hours only

All movements through the impacted area will cease at sunset. This means your transit through the affected areas must be complete at that time.<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">The Captain of the Port advised that the port is now considered to be “open” however transits through the spill area are limited to one-way, daylight only. There is a push to identify additional decontamination locations; additionally, the attention is being focused today on Carpenters Bayou and Old River. Only 1 ship and a “handful” of tows required decontamination so far. That being said, nothing has been moved from behind the boomed areas. Only outbound ships are currently sailing through the spill area. The earliest that vessel traffic may return to “normal” will be Friday-Saturday, but it could easily be Monday-Tuesday. Daily PCT conference calls will continue until further notice.<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">Reports of contamination in your particular location are still requested; please send reports and photographs to the Vessel Traffic Service or directly to the Incident Command Post. <span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">Numerous parties on the call, including WGMA, reported their concerns and priorities. Several facilities are already in serious containment situations, and more than one is approaching a shut-down situation. <span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">The Houston Pilots advised that as of this morning, there were 28 ships awaiting departure and 50 ships awaiting inbound passage. A total of 26 ships were moved yesterday, with 11 sailing outbound through the restricted area. Today they are sailing ships 4 outbound, and 2 have already reached Lynchburg Ferry; 2 light ships will start inbound later this morning, plus a laden ship starting in at 1100 hours. There is concern that the queue of ships awaiting inbound transit is growing.<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

12 harbor tugs<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090"> are in Houston above the spill area, and 8 tugs are available below the area. It was requested that some tugs be moved below the spill area to be available to handle the ships moving through the spill area.<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">The National Weather Service advised that today will be sunny to partly cloudy with highs in the mid-upper 70’s. East to southeast winds 5-10 mph will steady from the southeast at 5-10 mph in the afternoon. No significant weather is expected on Thursday. A chance of rain returns to the forecast on Friday, but no significant rain is expected. Shower and thunderstorm chances increase for the weekend as a cold front moves through late on Saturday. No issues with sea fog are expected.<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">The CBP Houston Seaport confirmed that the blanket extension to depart after Clearance is still in place for those vessels impacted by the ITC incident. If there are any questions, please call the Houston Seaport office at 713-454-8002 and ask for the Duty Supervisor. <span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">
