Following email was received this morning regarding PCT minutes from earlier today.

Subject: RE: Update from today's PCT call

NWS:  Drier air will continue to move into the forecast area limiting shower activity today. Northeast winds at 5-10 mph.USCG:  CAPT Oditt spoke to the PCT today.  He explained that with the benzene levels in some locations, it has been difficult to work recovery in some areas.  6 ships and over 60 tugs/barges were moved yesterday.  Every vessel moving out of San Jac has to be visually inspected.  2 inspection teams at Lynchburg for vessels going outbound, and another near Shell for inbound.  Decon locations are also being set up.  Thus far, only 1 has needed to be decon’d.  Will try to continue gaining efficiencies as we get more experience in moving vessels.  Focus is on the Old River to start getting vessels out, as well as Carpenters Bayou and Jacintoport.  Expect to continue daylight operations for now until the pockets are all securely contained.  Plan is to move some of the smaller ships out, and then the first wide body outbound to see how it impacts recovery operations.  Any vessel, including ships or other types that are within any of the closure area, please pass that info on to James Prazak, as I am compiling a list for the USCG so that those vessels can be inspected and/or verified to insure that there are no issues for crews when going back onboard vessels that were de-crewed.  Carpenters Bayou apparently has minimal sheening based on the overflight, so they may start letting some vessels trickle out to decon stations, but that will be based on inspections prior to getting underway.  VTS:  Plan is first moving ships outbound, with barges inbound above the closure area.  Later in the day, barges may also be allowed to go outbound.  Barges below the closure can go either inbound or outbound.  An updated MSIB to come out shortly.  Houston Pilots:  Moved 24 total ships yesterday, 6 through the zone.  Continuing with outbound vessels this morning.  First vessel had some hull impact, so going for decon.  2 other vessels headed outbound already.  Harbor Tugs:  Have 19 tugs.  12 above, 7 below.  One more headed up from Freeport.  6 tugs in Galveston.USCG:  Decon locations will be published in a bit.  I will send out once received.

A plan is being drafted to allow movement of tugs/barges in and out of San Jac.  We are drafting that plan now to then request approval of that so that it can become the operational plan.  If anyone has barges or tugs that need to move in/out of San Jac, make sure they have provided me with their details as requested yesterday so that I can get them on the list.

Next call at 09:00 tomorrow (back to our normal timing), so please have needs to me by 08:00.
