<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">The Sector Houston-Galveston Vessel Traffic Service (VTS) held a Port Coordination Team (PCT) conference call today at 1000 hours in order to address ongoing traffic concerns due to a chemical spill from ITC in Deer Park. Your WGMA Maritime Affairs team participated on the call and has the following report for our membership:<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">The US Coast Guard Sector Waterways Management office issued Marine Safety Information Bulletin MSIB 07-19 <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">yesterday afternoon, calling for limited opening of the San Jacinto River during daylight hours, and resumption of cargo operations. Old River and HSC remains closed to traffic between Tucker Bayou and Houston Ship Channel Light 116 with the exception of coordinated vessel movement by the Coast Guard. All vessels are required to check in and out via Vessel Traffic Service (VTS).<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black"> 

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">The restrictions on vessel movements at this time, as received via email yesterday (March 25th)<span-size:7.5pt;font-family:"Verdana",sans-serif;color:#000090;position:relative;top:-2.5pt;mso-text-raise:2.5pt"> from the VTS:<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">Ship drafts currently limited for lay-berth at 34’ fresh water

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">Outbound ships 1 hour spacing, daylight only through impacted area

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">Tugs/barges 40 min spacing, daylight only through impacted area

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">San Jacinto river open for daylight hours only

All movements through the impacted area will cease at sunset. This means your transit through the affected areas must be complete at that time.<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">The Captain of the Port thanked everyone for the great support and efforts given to get this cleanup done and open things up again. <span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">A few benzene hotspots remain directly adjacent to ITC, so the cleanup operations there are limited.

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">Yesterday 6 ships and over 50 tows moved through the affected area.

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">Only one ship was found to have contamination.

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">A second team has been setup to handle outbound tows, as well as an inspection team surveying both inbound and outbound ships.

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">The Coast Guard is looking to add resources where they will be beneficial to this overall situation.

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">The morning overflight has just been completed and analyzed, and the Coast Guard is reviewing opening Carpenters Bayou for brown water movements later today.

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">They are planning to have the Pilots try moving a wide-body, deep-draft ship outbound this afternoon, as a test. If this goes well, deep-draft ships will be placed into the queues for movement tomorrow.

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">Ships have started moving outbound again this morning; 1 ship was noted to have some hull contamination and was directed to the decontamination berth.

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">Two more ships are currently approaching that affected area, but have been slowed to enable the first ship to be decontaminated.

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">All other ships that are queued will be held until the status of these first three ships is known.

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black"> 

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">Reports of contamination in your particular location are still requested; please send reports and photographs to the Vessel Traffic Service or directly to the Incident Command Post. <span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">The Houston Pilots advised that as of this morning, there were 30 ships awaiting departure and 36 ships awaiting inbound passage, plus 1 ship awaiting an inner harbor shift. A total of 24 ships were moved yesterday, with 6 sailing outbound through the restricted area. Today they are only sailing ships outbound; tomorrow inbound ships will be placed onto the queue and will be moved as and when possible.<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

12 harbor tugs<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090"> are in Houston above the spill area, and 8 tugs available below the area. <span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">The National Weather Service advised that the cold front has moved over the Gulf. Drier and slightly cooler air will settle across the region, limiting the chance of showers. Northeast winds at 10-15 mph will prevail throughout the day. It will be sunny and dry for the next couple of days, with highs in the upper 70s. Winds will shift to the east on Wednesday, becoming southeasterly Wednesday night and Thursday.<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">The USCBP Watch Commander advised that CBP has authorized a blanket extension to depart after Clearance due for those vessels impacted by the ITC incident.
