HSC PCT Minutes Update

Following received from Mr. James Prazak.  

Here’s the latest update from the PCT call today:

NWS:  Light and variable winds on the bay.  Will gradually turn S/SW 5 to 10 knots.  Weak cold front should reach our area between 4 to 6 pm, with winds shifting to the north with winds about 10 knots and gusts 15 to 20 knots.  Light shows, and possibly a few thunderstorms are possible.  Some patchy dense fog along the coast, but should retreat as time progresses.  USCG:  Test runs are in process with an inbound ship and following tug/barge.  Then sailing a ship outbound along with a tug/barge outbound.  Then another inbound ship followed by a tug/barge.  Opened boom at San Jac to allow vessel traffic till noon.  There are over 90 response boats working the clean-up.  Vessels that need to be decontaminated need to be reported so that they can be prioritized.  Outbound vessels, if found contaminated, have to stop at the Lash Dock to be decontaminated.  That dock is limited to 36’, so we can’t bring out deeper draft vessels until we find a deeper berth for using for decon.  If someone has a berth that can be used above Morgan’s Point that is deeper than 36’, we might be able to start moving deeper draft vessels.  Also, there will be roughly a 3 hour delay between ships as that is the estimated time for decon (i.e. allows time to get one decon’d before the next ship comes out).  So, we can help ourselves if anyone can provide a 2nd berth (so we can move more vessels) or a deeper draft berth to allow deeper ships to move.  Houston Pilots:  Managed to move 17 ships below and 1 through the closure, and 1 above.  3 test vessels in process today (one already arrived, the 2nd has passed through outbound, and the final is inbound, arriving at Lynchburg about 13:00).  If the closure opens up, propose to first move a string of vessels outbound to clear the port, and will then look at inbounds later.  USCG will determine required spacing between vessels.Harbor Tugs:  12 tugs above, 7 below the closure.  One of the 7 has to head to Freeport. 

Next call at 10:00 tomorrow.  I will provide further updates as I get them.
