The USCG has issued the following:

HOUSTON TRAFFIC WILL ACCEPT CHECK-INS FROM TOW VESSELS IN THE SAN JACINTO RIVER FOR OUTBOUND TRANSITS ONLY FROM 1700 TO 1900, 24 MARCH 2019. TOWS WILL BE INSPECTED BY AN ONSCENE SMALL BOAT PRIOR TO DEPARTING THE SAN JACINTO RIVER. 

OUTBOUND SAN JACINTO RIVER TOWS SHOULD CHECK IN ON 05A AND MAINTAIN A LISTENING WATCH ON CHANNEL 21A.

THE UPPER HOUSTON SHIP CHANNEL REMAINS CLOSED TO VESSEL TRAFFIC DUE TO SPILL RESPONSE FROM TUCKERS BAYOU TO HOUSTON SHIP CHANNEL LIGHT 116.

Latest updates:

·         NWS:  From their forecast today (attached), expecting South winds 5-10 mph in the morning increasing to around 10 mph with a few gusts around 15 mph beginning 1 to 2 pm. Isolated showers/sprinkles possible (20% chance).  Tonight, South winds around 5 mph becoming light and variable to calm after 1 am.  Patchy sea fog possible after 3 am Monday.  Weather Concerns for Monday/Tuesday include Patchy sea fog possible Monday morning.  Rain chances increasing along with a threat for isolated lightning Monday afternoon and evening. A cold front will move through the area late Monday afternoon or evening (3-6 pm, 30% chances of rain). Winds expected to turn northerly in the wake of the front and become gusty.  Fog will not be as widespread or intense as in the past as water temperatures are warming up.

·         USCG:  Do not expect to have any vessels moved into or out of the closed zone for the next 24 to 36 hours.  The focus will be moving vessels through the area and insuring that we do not pull the oil into other parts of the ship channel. 

·         Houston Pilots:  Still moving a few ships below Bosco and Exxon.  27 IB and 27 OB pending.  Will plan to bring in 1 small vessel today up to Enterprise, where it will be inspected by a decon team to insure they are not carrying the oil into the channel.  There are also some discussions to bring in some deeper boom to better hold the oil sheen back.  If this goes well, the hope is to start moving more vessels tomorrow.  They might also move some single towboats as well, possibly through San Jac. 

·         USCG:  Cargo operations remain ceased in the closed area.  They are continuing to monitor the benzene levels and once those get down to and remain at a safe level, they will allow operations to commence.  The additional issue is that any vessel within the zone has to be inspected and decontaminated if needed.  New vessels will not be able to move into and moor in the closed zone until there’s little chance of those vessels picking up contamination on their hulls.  The USCG is working on Decon locations for barges and tugs.  If anyone is seeing  oil outside of the closed area, please let your PCT rep know so that the info can be passed on to the USCG.

·         Tugs:  Oil is being found alongside some of the vessels moored in Carpenters Bayou.  Old River has some but not a lot.  San Jac looks to be OK.  There remain a number of vessels that have no crews onboard due to the potential for exposure.  Any vessel that has de-crewed needs to report this to their PCT rep so that this info can be passed along to the USCG. 

·         The Port of Galveston and Manchester noted availability as layby berths. 

·         Harbor Tugs;  7 tugs below the closed zone, but one going to Galveston.  One other vessel already on the way to Freeport.  12 tugs above the closed zone.

Next call at 10:00 on Monday.  We are being asked to better prioritize your needs.  The more info you provide, the better I can prioritize.  If one person provides the details and another does not, the one with the details will get listed as the higher priority.  The PCT is not here for normal business – our goal is to prioritize based on the urgency of the need to prevent cutbacks on rates and shutdowns.  I can only provide the top 2 or 3 priorities for our segment of the industry, so it does no good for one facility to give me a list of 5 vessels just for themselves.  It forces me to arbitrarily cut those back to only one or two if I’m not provided with the details.
