<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">The Sector Houston-Galveston Vessel Traffic Service held a Port Coordination Team (PCT) conference call today at 1000 hours in order to address ongoing traffic concerns due to a chemical spill from ITC in Deer Park. Your WGMA Maritime Affairs team participated on the call and has the following report for our membership:<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black"> 

The US Coast Guard Sector Waterways Management office issued Marine Safety Information Bulletin (MSIB 05-19)<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">calling for all vessels on the Houston Ship Channel from Cargill Facility east to Cemex USA, that is Houston Ship Channel Light 139 to Light 129, to cease all cargo operations due to high levels of benzene detected in the area. Once the benzene level readings have come down they will amend the MSIB to allow cargo operations.<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

The Houston Ship Channel remains closed to all traffic since 1230 hours on March 22nd within the area named above.<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

Vessel Traffic Service<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090"> (VTS) advised that there is now a USCG Gulf Strike Team on the scene working under the Unified Command and the Incident Command Post. Benzene levels are still high adjacent to the boomed areas.<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black"> 

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">USCG has another air asset performing an overflight of the area. Booms are in place throughout the area, trying to contain the spill. Skimmers have been working without ceasing, trying to remove as much of the oil/chemicals as they can. One individual reported that there is a considerable amount of oil on the water in Carpenters Bayou and some is also seen in the Old River. There was also a report that no oil has been spotted on the San Jacinto River. There is a need for a location to decontaminate the brown water vessels.<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">Crews have been evacuated from vessels located within the area. Any unmanned vessels must be reported to the VTS. Some ships within the area reported high levels of benzene entering their accommodations and evacuation was done, but they are now planning returns.<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

Important request:<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090"> Facilities and stakeholders outside the closure area are requested to keep a close eye on the water and report any signs of contamination seen to USCG VTS. Information is needed to build a picture as to the extent of the contamination.<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

Additional information reported by the VTS:<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090"> Any industry partners reporting their crew members were evacuated to a medical facility because of benzene exposure please have one representative from the industry provide: Vessel/Facility name; Reporting party with contact info; Number of crew members affected; Location of Vessel/Facility when exposed (position/coordinates or address). <span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">Numerous parties on the call reported their concerns and priorities, but nothing much will happen with the situation until the benzene levels moderate. Several facilities are already in serious containment situations, and at least one is approaching a shut-down.<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">The Houston Pilots advised that there are 27 ships awaiting the channel reopening to move into or past the affected area, 25 ships are awaiting departure, and 1 ship awaits shifting within the harbor. They are still moving traffic below the Lynchburg Ferry however there is minimal traffic below the area at this time. They are developing a transit plan to begin moving ships through the affected area. Today a small ship will transit to the Enterprise Terminal and will be examined by the decontamination team. If this is successful, they will begin moving ships outbound and examining each ship at a to-be-named location for decontamination. A decontamination plan for all affected vessels (ships, tugs, & barges) is still being formulated.<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

12 harbor tugs<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090"> are trapped above the spill area, with 7 tugs available below the area. <span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#000090">The National Weather Service advised that the winds today should mainly be from the south at 5-10 mph, increasing to about 10 with gusts to 15 mph beginning early afternoon. Isolated showers/light sprinkles are possible; thunderstorms are unlikely. Tonight southerly winds will diminish to around 5 mph, becoming light and variable to calm after 1 AM. Patchy sea fog is expected after 3 AM Monday but dense, persistent sea fog is unlikely. A cold front is expected to move through Monday afternoon-evening. Some showers are expected with the frontal passage.<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

We were told that extensions are being granted upon request, and an announcement from CBP will be forthcoming.
