At 1237 hours today, the following message was broadcast via email by the US Coast Guard Sector Houston-Galveston Vessel Traffic Service:

Vessel Traffic Service Houston-Galveston directs no vessel movements on the Houston Ship Channel from Tucker's Bayou to Houston Ship Channel Light 116 due to spill from ITC Deer Park out of Tucker's Bayou.

The Sector Houston-Galveston Vessel Traffic Service held a Port Coordination Team conference call today at 2000 hours in order to address ongoing traffic concerns due to a chemical spill adjacent to the ITC docks in Deer Park. Your WGMA Maritime Affairs team participated on the call and has the following report for our membership:

The National Weather Service advised that the winds should mainly be from the southeast, with rain moving into the area, but nothing of significance. Patchy sea fog may return late Sunday, and a cold front is expected to push through the region on Monday.

Vessel Traffic Service advised that there is a USCG Gulf Strike Team underway to the area. They should arrive on scene within the next few hours and we expect they will be able to provide a full report of the situation tomorrow morning.

The US Coast Guard Sector office advised that all locations along the Houston Ship Channel from Texas Terminals to Cemex Terminal are being instructed to cease cargo operations immediately. A shelter-in-place for all personnel on board vessels located within this area is recommended, however they may also evacuate the vessels if they wish and it is possible. A USCG Marine Safety Information Bulletin (MSIB) to that effect is being drafted and will be distributed soon.

The secondary containment dike containing the storage tanks that were involved in the fire gave way, spilling a significant amount of chemicals into Tuckers Bayou. One estimate of the amount of the spill was 80,000 barrels, but that is unsubstantiated. The amount of the spill quickly overcame the containment booms that were in place, but the booms are still in place and holding back a large amount of the spill.

It was reported that fire had restarted this afternoon, however it was quickly brought under control and put out again.

There was conjecture that this afternoon's fire occurred as a result of the chemicals spilled from the containment area, and even Tuckers Bayou was on fire, however the fire was quickly extinguished and has not reignited at this time.

Numerous parties reported their concerns, but nothing much will happen with the situation overnight. An assessment will be made tomorrow morning.

The USCBP Watch Commander requested that any agents needing to evacuate ship's crews from the area contact them to coordinate this activity.

The Houston Pilots advised that there are 17 ships scheduled to move into the affected area, and 16 ships awaiting departure. They are still moving traffic below the Lynchburg Ferry, however they only have 7 ships left to move before they will be out of work.

12 harbor tugs are trapped above the spill area, with 7 tugs available below the area. If additional tugs are required to maintain traffic requirements below the spill area, they can move some tugs up from Texas City-Galveston area as needed.

Agents are reminded to keep the eNOA/D’s updated for their vessels, and to keep the pilots closely advised about when their ships are ready to transit, whether sailing, shifting or docking.

As this situation will not be cleared soon, there will be another another PCT conference call held tomorrow at 1000 hours. Your WGMA Maritime Affairs team will participate on the call and report to our membership.
