·    Starting this morning there’s a low water advisory, but we’re going into a high tide this afternoon and water conditions should be back close to normal by this evening.<span-size:11.0pt;font-family:"Times New Roman",serif">

·    After today, winds will shift from the north and moderate. Seas offshore will also moderate down to 4-6 feet by tonight.<span-size:11.0pt;font-family:"Times New Roman",serif">

·    Dew points will begin to rise on Sunday, and with colder water temperatures offshore, the possibility of sea fog returns on Sunday.<span-size:11.0pt;font-family:"Times New Roman",serif">

·    <span-family:"Times New Roman",serif">Another front due late on Sunday will drive the fog out. <span-size:11.0pt;font-family:"Times New Roman",serif">

·    Winds next week won’t be an issue but getting into Wednesday-Thursday the chance of fog returns.<span-size:11.0pt;font-family:"Times New Roman",serif">

·    Another front due around Friday (Feb 26) which should clear the fog out.<span-size:11.0pt;font-family:"Times New Roman",serif">

·    The next cold fronts coming through won’t be anywhere near as bad as what we’ve just experienced.<span-size:11.0pt;font-family:"Times New Roman",serif">

<span-family:"Times New Roman",serif">No restrictions on any vessels coming into the ports, however, they pointed out that all facilities are required to conduct assessments and report their status to the Coast Guard. Marine Safety Information Bulletin (MSIB) 08-21 was issued yesterday February 18th at 1317 hours, the contents of which follows:<span-size:11.0pt;font-family:"Times New Roman",serif">

<span-family:"Times New Roman",serif">With the passing of severe weather associated with Winter Storm Uri, the Captain of the Port (COTP) Houston-Galveston strongly encourages all port partners and waterfront facilities to take prudent measures to ensure the safe resumption of operations after power and/or water loss and heavy ice formation. All facilities are encouraged to conduct an assessment of infrastructure that may have been compromised. These items may include: <span-size:11.0pt;font-family:"Times New Roman",serif">

·    <span-family:"Times New Roman",serif">Dock and facility pumps, piping, and hoses. <span-size:11.0pt;font-family:"Times New Roman",serif">

·    <span-family:"Times New Roman",serif">Firefighting systems, fire monitoring systems, and firefighting equipment. <span-size:11.0pt;font-family:"Times New Roman",serif">

·    <span-family:"Times New Roman",serif">Perimeter and security equipment. <span-size:11.0pt;font-family:"Times New Roman",serif">

·    <span-family:"Times New Roman",serif">Key facility utilities including power, nitrogen, vapor control, air, and water. <span-size:11.0pt;font-family:"Times New Roman",serif">

·    <span-family:"Times New Roman",serif">Other equipment and procedures in accordance with its Facility Operations Manual. <span-size:11.0pt;font-family:"Times New Roman",serif">

<span-family:"Times New Roman",serif">The purpose of this call was not to review the vessel queues but to get traffic moving, even if the terminals are not ready to work cargo due to low water pressure, broken piping or other issues. Especially with fog in the forecast for Sunday, would prefer to move ships while the weather is optimal.<span-size:11.0pt;font-family:"Times New Roman",serif">

<span-size:11.0pt;font-family:"Times New Roman",serif">ITC Deer Park: Facility shut down until further notice. Estimate operational by PM / 19th if AGW. Major backlog of vessels currently on tender.

<span-size:11.0pt;font-family:"Times New Roman",serif">Stolthaven: Facility shut down until further notice. No update given as to when the terminal will resume operations.

<span-size:11.0pt;font-family:"Times New Roman",serif">Odfjell: Facility shut down until further notice. No update given as to when the terminal will resume operations.

<span-size:11.0pt;font-family:"Times New Roman",serif">Vopak: advises that they are still trying to return power/utilities to the terminal, and likely will not be up and running again before the beginning of next week (02/21st).

<span-size:11.0pt;font-family:"Times New Roman",serif">Kinder Morgan Pasadena: Power was restored to the Pasadena Terminal around midnight. We successfully resumed a number of operations since that time.

<span-size:11.0pt;font-family:"Times New Roman",serif">Kinder Morgan Galena Park: Power is still on at Galena Park. The natural gas and nitrogen supply remain low or off all together. Our GP Operations and maintenance personnel continue to hunt for nitrogen solutions at this time.

<span-size:11.0pt;font-family:"Times New Roman",serif">Exxon Baytown: Facility shut down until further notice. No update given as to when the terminal will resume operations.

<span-size:11.0pt;font-family:"Times New Roman",serif">DOW: DOW has advised this afternoon (02/18th) that they are shutting off their steam (which is needed to heat the cargo for loading operations), and will not be able to complete cargo until Monday or Tuesday (02/22-23rd) at the earliest.
