<span-size:12.0pt;font-family:"Times New Roman",serif">The Area Port of Houston/Galveston has seen an increase in the number of cargo vessels, arriving from foreign, with passengers and supernumeraries on board and many of these travelers are arriving without proper travel documentation. To help with determining if the traveler has the proper documentation prior to arrival this Public Information Notice (PIN) is being issued.

<span-size:12.0pt;font-family:"Times New Roman",serif">Utilize the below guidance prior to presenting passengers and supernumeraries for inspection upon arrival.

<span-size:12.0pt;font-family:"Times New Roman",serif"> 

<span-size:12.0pt;font-family:"Times New Roman",serif">• Supernumeraries and passengers must be manifested on the passenger manifest (separate I-418 from crew).

<span-size:12.0pt;font-family:"Times New Roman",serif"> 

<span-size:12.0pt;font-family:"Times New Roman",serif">• Supernumeraries who plan on staying aboard the vessel, must either have a B-1 visa or be ESTA eligible and arriving on a signatory carrier, or a C-1 if they intend to depart the U.S.

<span-size:12.0pt;font-family:"Times New Roman",serif"> 

<span-size:12.0pt;font-family:"Times New Roman",serif">A Supernumerary is a person in addition to the regular compliment of crew, but having no shipboard responsibilities. Examples include, but are not limited to: electricians, chemists, mechanics, owner’s representatives, HVAC technicians, and engineers.

<span-size:12.0pt;font-family:"Times New Roman",serif">• Passengers who plan on staying aboard the vessel upon arrival from foreign must either have a B-2 visa or be ESTA eligible and arriving on a signatory carrier, or a C-1 if they intend to depart the U.S.

<span-size:12.0pt;font-family:"Times New Roman",serif">• Carriers who bring supernumeraries or passengers who are not in possession of proper visa will be subject to carrier fines. Carriers who are not signatory carriers and are transporting ESTA approved travelers will be subject to Carrier fines.
