<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">The US Coast Guard Marine Safety Unit (MSU) Port Arthur’s Vessel Traffic Service (VTS) held a Port Coordination Team (PCT) conference call at 0800 hours this morning to discuss the ongoing port reconstitution and reopening post-HURRICANE LAURA. Your WGMA Maritime Affairs team participated on the call and has the following report for our membership:  <span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">Captain Wike, Captain of the Port, MSU Port Arthur, commented that this is her first hurricane, and she really appreciates the industry cooperation and all the hard work being put in to get the port safely reopened as quickly as possible.<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">The latest Marine Safety Information Bulletin was posted at 1200 hours, August 27th. Please refer to Marine Safety Information Bulletin<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black"> (MSIB) 15-20<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C"> “Port Condition ZULU – Update 1” for the complete details, but note the following pertinent details: <span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

 <span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">Port Condition ZULU remains in effect for the Sabine-Neches Waterway and Calcasieu Waterway. These waterways remain closed to all vessel traffic unless specifically approved by the Captain of the Port (COTP). <span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black"> 

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">U.S. Army Corps of Engineers (USACE), National Oceanographic and Atmospheric Administration (NOAA), U.S. Coast Guard and select private assets are responding to adequately assess the waterway and make recommendations for a safe reopening.<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

Permission for vessel movements on these waterways will be managed by the Marine Safety Unit (MSU) Port Arthur Captain of the Port and MSU Lake Charles as follows:<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">Calcasieu Waterway: No vessel movements being allowed at this time.<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

 <span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">Sabine Neches Waterway: The following restrictions are in effect-<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

1.  Vessels greater than 500-gross tons (GT) are restricted until an assessment of deep draft channels are completed.<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

2.  <span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">Individual vessel movements must be approved by VTS Port Arthur or the Captain of the Port (if VTS is not available). For movement requests contact “Port Arthur Traffic” on VHF-FM 01A or 65A or by phone to (409) 460-0435.<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

3.  All approved vessel movements are restricted to daylight hours only and speeds not to exceed 12 knots until further notice.<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

4.  <span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">Vessels given permission to transit will exercise extreme caution due to unknown hazards. They are required to report wrecks, hazards, aids to navigation discrepancies, oil pollution or other concerns to the contacts listed above.<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">An updated MSIB with changes to the above will be broadcast within the hour. Some of the changes are already noted below.<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

VTS Port Arthur:<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">Wanted to share our plans early in the day so everyone has a picture of the current status of the waterway

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">The sunken drydock is still in the channel

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">No vessels will be allowed within 0.5 miles of the drydock

·    New MSIB will be issued this morning with the latest updates – a preview below<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">GIWW between Port Arthur and Lake Charles remains closed until further notice

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">No tows will be allowed to transit the GIWW in either direction until the surveys have been finished

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">Will allow tow traffic upriver and downriver of the drydock

 <span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

Drydock Salvage Operation:<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">Started pumping operations at 0730 hours

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">Lightning and rain delayed start of dewatering

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">8 external pumps on the wingwalls

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">USCG and various surveyors on scene

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">No estimate for when it will be refloated

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">Slack water today at 1000 hours

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">2 harbor tugs on standby; as soon as it floats, they will start moving

Sabine Pilots:<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C"> <span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">Three of the four pilot boats came down from Beaumont yesterday

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">Ran centerline surveys and did not note any problems

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">ATONs, beacons and buoys all serviceable for daylight operations

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">No significant facility damage noted

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">Will run out the through jetties today and survey the outer channels

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">Collecting data on ship arrivals; queuing up priorities

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">When your terminal is ready to receive a vessel, please advise them

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">Also advise what your priority ship will be for the first inbounds

US Army Corps of Engineers<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C"> <span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">In the process of getting their survey boats on the water this morning

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">Several priorities reported on the call, to begin with channel surveys at Port Arthur and outbound

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">All surveys have been prioritized south of the drydock today

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">One boat underway from Bolivar surveying the GIWW

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">There’s also a boat underway from Lake Charles surveying the GIWW from that direction

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">2 boats coming form Corpus Christi to survey the Galveston Entrance Channel, which should complete today and then they will come to Port Arthur to assist with surveying the outer channels

NOAA Navigation Services:<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">Working with the USACE to coordinate deployment of assets

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">Most of their resources are currently working in Houston

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">Also have resources headed to the Calcasieu River

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">Numerous facilities reported being fully ready to receive vessels

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">Other reported they are still assessing their facility

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">No significant damage or serious situations were reported

·    <span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C">Several facilities reported that they are on generator power but fully operational

Moran Towing<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C"> has all their tugs crewed and ready to work; 2 boats on the drydock operation.<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

Seabulk Towing<span-size:9.0pt;font-family:"Verdana",sans-serif;color:#00008C"> has all their tugs staffed and moving downriver from Port of Beaumont; they are ready to work.<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">
